Shelia has over 25 years experience in business management operations including finance and accounting, security, scheduling, contracts, facilities and human resources. Her former experience includes work as Operations Manager/CSSO for JKA Technologies, Manager of Operations at Ward Solutions Inc., Security Manager at Titan and Deputy/CSSO with SAIC. The majority of her experience is related to the Intelligence business area.

The article titled Nuclear Protection: A look at how the Nuclear Regulatory Commission is leading efforts to protect power plants against cyber attacks recounts the challenges and events that led to the development of NRC Regulatory Guide 5.71, Cyber Security Programs for Nuclear Facilities. Regulatory Guide 5.71 provides a clear and consistent method to implement the requirements of 10 CFR 73.54 and to provide effective protection against cyber attacks.
George led a team of MAR cyber security analysts in supporting the NRC's Nuclear Security and Incident Response (NSIR) Division's development of official guidance aimed at providing nuclear licensees with greater clarity as to what NRC is looking for in plant-specific cyber security programs.

ROCKVILLE, MD., December 15, 2009 MAR, Incorporated (MAR), in partnership with the Montgomery County Chamber of Commerce, Government Contractors Only Series program hosted a Cyber Security Trends and Opportunities panel discussion at our Rockville, MD headquarters office. The panel discussion featured Patrick Howard, the Chief Information Security Officer from the Nuclear Regulatory Commission (NRC), Kevin Stine, Information Security Specialist from the National Institute of Standards and Technology (NIST), Joseph Widdup, Contracting Officer also from NIST, and George Simonds, Senior Project Manager from MAR. The panel discussion was moderated by Sam Sunukjian, Vice President of IT Services at MAR.
The panelists discussed a wide range of Cyber Security topics including: ongoing revisions to NIST guidance; challenges that agencies face in balancing security concerns within Telework programs; DoD, Civilian and Intelligence agencies moving towards a common set of guidance; and security challenges in the growing Health IT sector. Mr. Widdup also discussed upcoming procurement opportunities at NIST. Mr. Widdup encouraged small businesses to actively participate in Source Sought notices published by NIST. Following the panel discussion, the audience had an opportunity for a Q&A session with the panel before the session ended for additional networking.

ROCKVILLE, MD., June 5, 2009: MAR Range Services, a wholly-owned subsidiary of MAR, Incorporated (MAR) has received a contract award for
Ocean Facilities Engineering Support Services issued by the Naval Facilities Engineering Service Center (NFESC). Under this new contract,
MAR, together with our experienced team of subcontractors, will provide ocean engineering services in support of projects involving underwater
cable systems, ocean work systems, waterfront facilities, hyperbaric systems, offshore structures, moorings, and ocean construction equipment.
Anticipated work will support U.S. Navy facilities and systems on a global basis involving research, development, construction, installation,
test, evaluation, inspection, and maintenance activities. This is a competitive multiple award, Indefinite-Delivery, Indefinite-Quantity (IDIQ),

ROCKVILLE, MD., October 13, 2008 MAR, Incorporated (MAR) is pleased to announce that Mr. George Simonds has joined
the Company as Project Manager of the NRC CISSS Contract. Mr. Simonds will also be responsible for growing MAR's
Information Assurance practice.
Mr. Simonds has over 15 years of IT experience culminating in leadership over a $40 million C&A contract for the NRC,
aimed at bringing the agency into compliance with FISMA, OMB, and NIST guidelines. Mr. Simonds will continue to be
responsible for effectively managing information assurance projects for the NRC, including certification and accreditation
of 28 major applications and general support systems, ongoing organizational-level security program management services,
policy development, contingency planning and disaster recovery, risk assessments, scanning and penetration testing,
automated security tool evaluation and present executive management briefings. Mr. Simonds is the primary liaison
with the government project officer and manages a staff of full-time employees, subcontractors and independent
consultants under this contract.
Mr. Simonds holds a Master of Business Administration (MBA) from the University of Maryland University College,
a Master of Information Systems Management (MISM) from the University of Maryland University College and a Bachelors

Rockville, MD., August 12, 2008 MAR, Incorporated (MAR) is pleased to announce the success of our Intern Seminar Day!
We have found that the key to our success is recruiting employees that we know through friends and family.
Some of our best hires have been interns hired right out of high school and college. It is natural that young
folks often need the right environment and mentoring to start their careers. That is why MAR developed a training
program for our young folks to teach them key business concepts such as "can-do" attitude, networking, office
etiquette and politics, conduct with peers and customers, decision making etc. Vice President of Human Resources
and Administration Laura Evans stated, "MAR is in the people business! It is our responsibility to train and
educate our employees and give them the skills to succeed in the workplace."
The Business of Doing Business Seminar was held on Friday, August 12, 2008 at MAR's corporate headquarters.
It started with the interns playing a game called Life--a game that demonstrates real decisions one might be
faced with during their lifetime. After each group completed their "game", it was time to get down to business.
When you think of the word "seminar" one may think long lectures and monotone voices, but not this seminar!
Mike Norcio, MAR Chairman and CEO, started off the morning by entering the room wearing baggy sweats and a backwards hat.
His behavior was kind of odd for him, he was chewing gum and blasting the latest hip-hop jams from his IPOD! That is when everyone
knew this was not going to be your ordinary seminar. This, he said, was an example of "first impressions" which would go
along with the rest of the days topics presented through group discussion, quizzes, PTI (Pardon the Interruption) format,
question and answers, skits, etc. Different topics were lead by various Senior Executive Managers of MAR, people that
could pass on their wisdom to the new "business generation".
Overall, the seminar was a huge success, not just because there was pizza and ice cream served, but because the interns
came out with knowledge that took some years to learn. The knowledge that with a little effort and believing in
yourself you can make your future as bright as you want!

ROCKVILLE, MD., May 1, 2008 MAR, Incorporated (MAR) is pleased to announce the award of a 4 year
(Base plus 3 Option years) prime contract to support the Office of Naval Intelligence (ONI) under the
Navy's SeaPort-e contracting venue. This contract, awarded 30 April 2008 to the MAR Range Services
subsidiary of MAR, Incorporated together with our subcontractor Exceptional Software Solutions, will
support and enhance the recently deployed Maritime Information Dissemination System (MIDS).
This system provides the ONI user and stakeholder community access to multiple data feeds, and
the ability to locate ONI subject-matter experts. In addition to sustaining the current system,
ONI has contracted with MAR to build upon the existing architecture, provide significant enhancements
to the current system functionality, and deploy new capabilities to support ONI mission requirements.
MAR, Incorporated announces RIMS II Online Ordering and Delivery System Success Story.
ROCKVILLE, MD., January 30, 2008 Congratulations to our MAR team supporting the Bureau of Economic Analysis (BEA), an agency within the Department of Commerce. Recently, Commerce selected the Regional Input-Output Modeling System (RIMS) II Online Ordering and Delivery System to be the E-Gov success story submitted to the Office of Management and Budget (OMB) as part of its annual E-Gov Act Report. The RIMS II System was developed and is supported by the MAR team of Jeff Moore, Jason Talkington, and Walt Kampas.
The project has been a group effort including MAR, the BEA Regional Economic Accounts Division (READ), and the BEA Office of CIO (OCIO). The new system simplifies the ordering process and allows customers to order and receive multipliers more quickly, at a reduced cost. Customers have placed 40% more orders since the RIMS II web-based system was implemented.

ROCKVILLE, MD., September 24, 2007 MAR, Incorporated (MAR) is pleased to announce the award of a multi-year contract to support the Naval Surface Warfare Center, Carderock Division (NSWCCD) in West Bethesda Maryland. This contract, known as the Wavemaker Replacement Program, was awarded 24 September 2007 to the MAR Range Services subsidiary of MAR, Incorporated. The contract is a five year contract to provide advanced state-of the-art computer controlled wavemaker systems for hydrodynamic test facilities located at the Navy's Carderock laboratory, formerly known as the David Taylor Model Basin. MAR, as the prime contractor, together with our team of subcontractors, will be responsible for the design, fabrication, installation, integration, test, commissioning, training, and logistics support of the new wavemaker systems for three different NSWCCD facilities including the Maneuvering and Seakeeping Basin (MASK), The Deep Towing Basin, and the High Speed Towing Basin. Called this multi-year contract provides specialized professional services covering areas of Information Technology, Engineering, Operations Support, Business Support, and Training requirements to support critical DOD mission needs. The NSETS II contract will provide a contracting mechanism to support these service areas through individual task orders that can range in value from several million to tens of million dollars over the life of the contract. MAR has provided Operations and Maintenance for the Ohmsett facility since 1991.

ROCKVILLE, MD, August 29, 2006 MAR Incorporated is pleased to announce that Mr. David Sigwart will be joining the organization as
the Vice President of Intelligence Services and Special Programs in September of 2006.
Mr. Sigwart has over 20 years experience in engineering and management experience within the Intelligence Community.
Most recently he served as the Vice President of Intelligence and Special Operations for L-3 Communications, Government Services Inc.
At L-3, he was responsible for a $200 million business unit consisting of over 500 employees. During his association with this and
predecessor organizations, revenue and profit consistently grew greater then 20% over the past 5 years. Mr. Sigwart holds a
BS in Computer Science from Loyola College.

ROCKVILLE, MD, August 14, 2006 MAR, Incorporated is pleased to announce that it has been awarded a contract for a base period of one year with four additional one year option periods to Operate and Maintain the MV Independence, a diesel-powered vessel designed to perform as an ocean-going, world-wide research ship. The ship is a one-of-a-kind vessel, capable of supporting the Naval Facilities Engineering Service Center (NFESC) Ocean Facilities Department in ocean related Research, Development, Tests and Operations. Our primary effort is to operate and maintain the mission readiness of the M/V Independence, with specific requirements to be defined in individual delivery orders issued throughout the contract period.
We are proud to be continuing our support to NFESC with highly trained and specialized personnel that will crew the ship on a continuous basis as well as providing engineering services necessary for NFESC to support its offshore missions.
A very special thanks goes out to Program Manager and Captain Tim Minniear, Dave Clements and the Indy crew for their outstanding performance and services over the past years. Their efforts have made this re-win possible. MAR, Incorporated Awarded Consolidated Information System Security Services (CISSS) Contract in excess of $40 Million by U.S. Nuclear Regulatory Commission (NRC)
ROCKVILLE, MD, July 31, 2006 A team lead by MAR, Incorporated (MAR), has been awarded a contract worth in excess of $40 million from the U.S. Nuclear Regulatory Commission (NRC) to support its information systems security certification and accreditation process implementation. The team is comprised of Force 3, Inc., Radius Technology Group, Lockheed Martin Information Technology, Number Six Software, Incorporated, R4 Communications and Van Dyke Technology Group, Inc.

ROCKVILLE, Md., October 26, 2005— MAR, Incorporated (MAR) is pleased to announce the promotion of Sam Sunukjian to the position of Vice President of IT Services. Sam has been an employee of MAR since July, 2002 and came to MAR from Computer Associates(CA) with the task of regenerating and expanding our IT Services business. Other than our past business at Stennis Space Center and work in Monterey, CA we did not have an IT business base in the Washington, DC area.
Sam has been successful in penetrating the local market by securing work at the Office of Personnel Management(OPM), Bureau of Economic Analysis(BEA), Nuclear Regulatory Commission(NRC), US Census Bureau, Pension Benefit Guaranty Corporation(PBGC), and staff augmentation work with CSC and Lockheed Martin. Year-to-date Sam's IT group has generated signifigant revenue, and future bidding opportunities and growth prospects are excellent.

MAR, Incorporated awarded one-year contract to develop e-commerce application to the Bureau of Economic Analysis.
ROCKVILLE, Md., September 20, 2005— MAR, Incorporated (MAR) was awarded a firm fixed price contract of approximately $240,000 from the Bureau of Economic Analysis (BEA) on September 20, 2005. Prior to this contract award, MAR has been providing application development and IT consulting services to BEA. The new contract will be for a one year period in which MAR will provide web and database development for an e-commerce application. As a result, BEA will be able to eleconically provide thier customers with key economic data within minutes. This was a competitive contract bid and won through the GSA Regional Office Six, Kansas City.
MAR, Incorporated wins one-year contract to provide C&A services to the Nuclear Regulatory Commission.
ROCKVILLE, Md., August 11, 2005— On August 11, 2005, MAR, Incorporated (MAR) was awarded a one-year contract from the U.S. Nuclear Regulatory Commission (NRC) to provide certification and accreditation process implementation and information assurance services. The value of this one-year contract is approximately $1.0M. The proposal was a joint effort between MAR and Radius Technology Group, Inc. (RTG) with MAR being the prime contractor in this effort. RTG is an IT security and support company dedicated to helping clients achieve their business objectives through Management, Operational and Technical Controls. MAR met RTG through a briefing that was given by MAR on government contracting services to the IT incubator companies located at the Silver Spring Maryland Innovation Center. Radius has excellent talent and corporate capability and we look forward to working with them in supporting the NRC.
This contract win is significant in that MAR has gained a new government customer and team partner, and we won a competitive proposal after submitting multiple revisions to our original proposal. Our hope is that this work will continue and expand over the years to come.

MAR, Incorporated to host a Customer Event at IOSC 2005 on May 18, 2005 in Miami Beach, FL.
ROCKVILLE, Md., March 29, 2005— MAR, Incorporated (MAR) along with our Minerals Management Service customer, will be attending the 2005 International Oil Spill Conference in Miami Beach, FL. During that conference MAR and MMS will host a Customer Event on May 18th from 5-7pm. We would like to introduce new members of the oil spill industry to our testing, training and research facility and express our thanks to our customers and friends for thier continued support.
Ohmsett, the facility which is located in Atlantic Highlands, NJ is the only facility where full-scale oil spill response equipment testing, research, and training can be conducted in a marine environment with oil under controlled environmental conditions (waves, temperature, oil types). The facility provides an environmentally safe place to conduct objective testing and to develop devices and techniques for the control of oil and hazardous material spills. The facility has many capabilities to introduce new customers to and even older customers that haven't been there for a while. For example, the facility provides:
- A controlled environment for cold water training and testing including the ability to simulate arctic broken ice conditions.
- The renovated conference room, office space and machine stop in the large "Multi-Use" Building
- Hands-on oil spill response training with oil and full scale equipment
- Large-scale dispersant effectiveness experiments and research
- Evaluation of mechanical response equipment including fire-resistant containment boom

MAR, Incorporated Announces Prime Contract Award with Department of Interior - Minerals Management Service (MMS).
ROCKVILLE, Md., September 13, 2004— MAR, Incorporated (MAR) has received a prime contract to support the Department of Interior, Minerals Management Service, Alaska Outer Continental Shelf Region’s Environmental Studies Program. Under the contract, MAR and our subcontractors S.L. Ross Environmental Research, Ltd. and D.F. Dickins Associates, Ltd., will conduct a three year research study on the empirical weathering properties of oil in snow and ice. As part of this study, the MAR team will provide scientific, engineering, and data and program management services focused on small-scale experiments, data analysis, and technical reporting to quantitatively measure the effects of a number of physical processes on the fate and behavior of various oils in maritime ice zone regions. This research will provide MMS with an improved understanding of the interaction of crude oils with sea-ice and snow covered sea-ice with the objective of improving oil spill weathering predictive models used as part of the National Environmental Policy Act (NEPA) analysis requirements.
The contract was awarded under a full and open procurement and several competing proposals were evaluated. The contract is a Cost Plus Fixed Fee award. This contract is an important strategic win for MAR in that it provides a doorway into a new customer group, provides increased visibility and utilization of the Ohmsett facility operated by MAR, and expands our presence in the federal government scientific and engineering research community.
This successful effort was a direct result of a cooperative team effort involving the MAR Rockville technical staff, led by Dan Hackenberg, Senior Vice President/Director of Engineering, and the MAR Rockville administrative staff as well as members of our Ohmsett team. In particular, Dave DeVitis, James McCourt, Sue Cunneff and Katie Nolan made valuable contributions to this winning proposal. MAR, Incorporated to be Awarded a Subcontract to Support NSWCCD Ship Acoustic Trials.
ROCKVILLE, Md., September 13, 2004— MAR, Incorporated (MAR) was notified that we will receive a subcontract from prime contractor ManTech International for engineering and technical support services under a contract awarded by the Naval Surface Warfare Center, Carderock Division in Bethesda, Maryland. Under this five year Cost Plus Fixed Fee contract, the ManTech Team, including MAR, will support ship and submarine acoustic trials and other signature assessment efforts. Work will be performed on a task-order basis to provide engineering, information technology, analysis, and technical management support to the Navy’s fleet and research-oriented ship signature program requirements. This subcontract will provide MAR the availability of a dedicated long-term contract vehicle to provide on-going and expanded support to the NSWCCD Ship Signatures Department at Carderock, MD and associated research and range facilities located in Idaho, Florida, Washington, Alaska, and the Bahamas.
